Itachi only took charge of that fight against Kabuto because he knew Izanami and how to set it up and Sasuke didn't. That's the only reason and it does not show that Itachi has better battle tactics. Just because Itachi is smarter than Sasuke does not mean that Sasuke isn't smart,he'll formulate a plan. And actually Sasuke is more versatile with his katon than Itachi.

This will come down to a battle of Susanoos, in which case Sasuke will be the clear victor interms of versatility and stamina. He has never shown any signs of fatigue or exhaustion; the same can hardly be said of MS Itachi who not only suffers from illness but also the effects of the Mangekyou Sharingan on his body.

Kakashi only realised Sasuke had released a Susanoo Arrow once it was half way through the air - Itachi will not be able to erect his full Susanoo in time to block it, and I don't believe a rib cage version will suffice. With Sasuke spamming Enton left right and centre, Itachi's Susanoo may very well melt away, leaving Itachi susceptible to a finishing blow from any one of Kirin (due to the heat caused by the Enton spam), Amaterasu or SA. Even if that's not the case, Itachi just doesn't have the stamina to last the distance with EMS Sasuke, and his Susanoo will break down anyway.
