Lightning doesn't actually travel at the speed of light, it's a little slower. Listen FTG is the fastest jutsu in the NU. Listen, it's INSTANT whereas Kirin is just very fast.

FTG and Tobi's intangibility is faster. Don't forget, both are connected with how fast Minato and Tobi can think. Though the process of Tobi going intangible and Minato teleporting are instant. Also, Tobi's intangibility is more than likely a teleportation technique. Speed of light is way faster than the speed of lightning.

It's so fast that you have to cast multiple fire jutsu to heat up the air and create thunderstorm clouds (if not a rainy day)

Wait for the cloud to be big enough to produce lignhting and then finally cast kirin...


It might be fast once cast but it will, most of the time, require minutes of preparation in situation that every second matters
