In Part 1 of Naruto, the shinobi fought more like ninjas therefore making Minato the best because ninjas are all about speed and blending in with the shadows.

With the time skip, Kishi made ninja alot more OP like DBZ characters, thus giving the impression that Minato & all other ninja without ultimate kekkei genkai are now week, (this happened with konoha 11)

conclusion, fan boys still believe he's the best thing since sliced bread whereas some people hate him because hes not OP like everyone else in shippuden :noc:
