Well, Konoha was in a time of peace during Hiruzen's second reign as Hokage...but Minato did more in one night then most of the other Hokage's put together...

With that said, in terms of power, do people ever consider that Hiruzen > Hashirama goes with the whole theme of the manga, and that's what the Orochimaru fight was supposed to show?
