He only makes the required parts of his body intangible,not his whole body.Said in the episode after the one in which Itachi died.Ep 139.

he is mass so he can go down or up whatever way he choses, he can move still it's just that his body is in a different space.

he cannot solidify if he is in the ground since his legs would be stuck but since he sends different parts of his body to another space/dimension he can move freely.
