Why do the 10 Tails look so much like Gedo Mazu?

Are they alike?

From what i know is that Nagato summoned Gedo Mazu on Hanzo's army and wiped them all out. After that Nagato became weak.

But why do they look alike and do they have the same abilities?

The one Nagato summoned had a thing over it's eyes, but the one Tobi summoned had nothing over it's eyes.

Does this mean Nagato summoned the 10 tails?
