If Kushina did not give birth and Tobi arrived and attacked, no way he could catch up against Minato. He used Naruto as a hostage, that's why he planed a very long time and how to control Kurama, besides he found a secret about S/T techs or something to stay away from Minato's FTG techs. Sure he is strong, actually Minato could seal away Kurama if Naruto was not there, and teleprot another place. But Tobi can follow him by a secret techs like FTG.
He got helped or something, or most likely he using contact S/T techs like Tobirama though, don't know. Tobi could have drag on that time when he got hit by Minato's rasengan combo and used contract seal on him in one move, but Minato knows that if he cut his head off like spider, he will most likely be revived or something like that, example Zetsu power. He had Zetsu to help though. Minato did not know nothing about Tobi or his plan, he was unprepared, but Tobi was prepared, at the end he failed. That's why Minato is the strongest shinobi among the dead. Sure someone is stronger than him of course like his son, Madara, hashirama, current Naruto, maybe current Tobi.

Maybe current Tobi? Tobi would stomp him right now, next chapter it's likely that we're going to see a lot more of Tobi's own abilities against Naruto,Guy,Kakashi and Bee.

The shared field of vision of his six paths of pain (even if they aren't directly fighting) means that your most likely right as every hit from Minato would be as if he was attacking straight on at point blank range.
