Izanami can work on Tobi!

Just like how izanami was able to work on Kabuto(trying to be somebody he's not), that's how it will work on tobi!.

Tobi claimed to be madara someone he's not and if kabuto hadn't bring back the real madara we all believed that's he is though most of had our doubts.

Secondly he's hiding his iddentity that's why he wears a mask.

Last but not the least in recent manga he claims to be 'no one'.
He's running from who he is,he doesn't want to accept his personality.
Cause of these reasons izanami will work on him perfectly,and after he breaks through the izanami he gonna take of his mask and we'll all see his ugly face.

The same tobi who used izanagi against konan would know about izanami. thus, imo, izanami isn't gon work against him. Tobi knows and understands how if not all but most jutsus works. All he has to do is to accept himself for who he truly is ( to reveal his true identity).

Izanami most likely needs eye to eye contact and losing his eye and having a new one would make Sasuke ask questions and might ruin his plan(that failed in the end).

if you read the manga youll realise how wrong your statement is if you refere back a few chapters youll see that kabuto had his eyes shut whn itachi activated izanami =)
