madara had to give nagato the rinnegan since it is the only known way to unlock it and it's a evolution from the sharingan,usually when tobi says something he twists the truth but he usually the main point is right.
Usually when you are about to die when you have a dojutsu it would turn off or just because of the low amount of chakra you are getting in the state of your body your dojutsu can't come on since it is too low and you need a certain amount of chakra to activate your sharingan, so if you have no chakra to keep your dojutsu on your dojutsu would deactivate.
if madara and tobi really worked together and gave plans for the future after obtaining hashirama dna and even madara knew nagato somehow when he was a kid then he could just transplant it to nagato because the only known way to unlock the rinnegan is from the elder son side which is the natural evolution.
well ao the one in the hidden mist who took the byakugan on his journey was able to deactivate his own on will and the byakugan can do this so shouldn't the rinnegan be able to be deactivated at will since it is origin of the byakugan and both eye don't seem to have cause strain to the user unless you over use them unlike the sharingan which the technique's strain the user's who use them and especially the user's who transplant them like kakashi unlike tobi and ao.
basically if nagato doesn't have a uchiha body to naturally use the dojutsu's then he can only use the dominent one which would be the rinnegan since madara died and had to die before tobi did the operation on nagato since madara has his dojutsu's on and you are revive like how you were before you died.
so tobi just switched nagato's eyes with the dead madara and since the rinnegan is really the most dominant dojutsu he can only use that one unlike the mangekyou sharingan which is considered the same as the sharingan but just advanced form but the eternal mangekyou sharingan is a new dojutsu and the rinnegan is a new dominant version of all of those dojutsu so nagato would only use one since he got madara's eye transplanted.
so if nagato got a normal madara eye he can awake it but only use the dominant one since he doesn't have the uchiha body but can use it well since he is related to the sage of six path.
