So in part 1 he got his arms sealed by 3rd hokage.In part 2 he was fighting 4 tailed naruto but he could use his jutsu. When sasuke tried to kill him he couldn't use his jutsu?And Suigetsu was saying that the only reason sasuke won was because his arms were sealed.Anyone else notice that?I dunno just came across my mind.

Well when Sasuke attacked Orochimaru, the seal was visible on his arms. So if Orochimaru used jutsu against the 4TK, it could mean that it only affects him when he is close to changing hosts. Oro thought that Tsunade could completely heal his arms, so many Kabuto's medical techniques prolonged it (doubt it though).

On another note, Suigetsu said that reviving Orochimaru would be dangerous because he would go after Sasuke's body since his arms would be sealed. That could either mean that he wants a doujutsu user's body since it doesnt really require hand seals OR the former is correct and changing bodies halts the process for a bit.

He can't use ninjutsu or genjutsu. But he can still summon things.
