I think you mean reflexes but it obvious that Minato has the best reflexes of all time, dodging A's full speed punch with a matter of seconds, catching Naruto in mid-air and we've never actually seen Minato get hit.

IMO No. Tobi and Minato were simply running at each other, which doesn't really prove their base speed is equal. When Minato saved Naruto he used shunshin no jutsu while against Tobi he was just running.

Minato also moved across Konoha in a matter of seconds considering he was at the outskirts of the village and then managed to get to the hokage faces to stop the kyuubi.

Consider this. Minato had a plan before he even approached Tobi. Minato wasn't looking to outrun Tobi in that panel. Think about that.

Furthermore, Minato has no ocular power to see things coming and Minato never had the intention of outrunning Tobi, he wanted to take him out and he did just that.

Like I said Minato had a plan before he even approached Tobi. This plan obviously didn't involve outrunning Tobi. He needed to attack Tobi while he's on the offensive.

Another example of Minato's reflex ability, he needed Tobi to touch him to undo the intangibility and he got there first. Reflexes contributes to speed alot, first one to move is the first to win.

Well, if we clear similar distances before reaching each other, we'd be even. If Minato really is that faster than Tobi, he could have blitz'd him with a Rasengan once Tobi touched him instead of doing what he did with FTG. :/

I agree. Technically though, Tobi's s/t is as fast as Minato since he goes intangible at the speed of light. Lol. I wouldn't say FTG is superior either since Tobi's is more versatile.
