Tobi's base speed is even with Minato's?

Note: This does not involve FTG and Tobi's S/T techs. I'm talking about their base speed without any S/T techs to aid them.

• Well we've established that Minato is still extremely fast without FTG:

• And here, Tobi either warped into Jinton, grabbed Sasuke, and warped out OR used his base speed to save Sasuke:

  I'm inclined to think that it was NOT due to his S/T techs because Konan established how long it takes for Tobi to warp, let alone warp someone along with him. This suggests that Tobi used his Shunshin (body flicker; base speed) to do so.

• Also, Tobi intercepted KM Naruto with his fan. And we've seen how fast KM Naruto is.

• But the main thing that makes me think that Tobi's base speed is even to Minato's is that he kept up with and matched Minato in speed during their brawl (they both moved evenly; it wasn't like Minato running towards Tobi):

  It wouldn't make sense for Minato to be jogging or "holding back" judging by his position and how much he was extending his legs while running. That, and he'd have no reason to hold back against Tobi.

So what's the conclusion? Tobi's speed doesn't only stem from his S/T techs, seeing that his Shunshin (body flicker; base speed) is around the same as Minato's. I'm willing to change my view on this if someone shows evidence that suggests otherwise. But damn, that means Tobi vs Minato literally happened in a matter of seconds.

And by the way, I might be wrong. So don't go too hard on me.

I guess Base Naruto was as fast as Sasuke back when they clashed Rasengans and Chidori's.

Consider this. Minato had a plan before he even approached Tobi. Minato wasn't looking to outrun Tobi in that panel. He needed Tobi to be on the offensive. Think about that.

There's still the Minato vs Tobi point though. They cleared a similar amount of space and Minato only won the battle of speed due to the superior S/T tech.
