It is easy...he could have been brought back anyway...because his Soul WASN´T sealed by anyone...only a part by the third hokage. itachis sword does not seal souls...it seals anything it pierces. We know that oro has a special body...that he can come out from tiny snakes etc. So all what sasuke did was that he built a new body for oro from Kabutos flash and oros - ankos chakra....the soul of oro was and remains free - it is indeed the same what peter petigrew did for voldemort.
