i don't think he gave rinnegan to nagato..... when nagato was ressurected using his DNA he still had his rinnegan.... so it's genetic and nagato had rinnegan by birth...
did tobi really give rinnegan to nagato?

While he was under the alias of Madara Uchiha he was saying that the actual Madara gave Nagato the Rinnegan before he died so that he could be revived

Um, idk but what I do know is that when a person is resurrected, they have the appearance as of when they died, hence why Nagato had white hair.

Idk who gave the rinnegan to nagato, But it is obvious that someone did. If not then he would have to be an uchiha, who has progressed thru sharigan, MS,EMS, then finally rinnegan. Like madara he would be able to switch thru his sharigan and rinnegan. He only has rinnegan, so they had to be implanted, like tobi's.

it cant have been madaras actual original eyes implanted. or nagato would posess ems powers.
facts:
1. nagato has no ems type powers from the only other known rinnegan user in this time frame.
2. we never saw nagatos original eyes meaning non rinnegan.
3. konoha nins killed his parents.
4. in the area, hanzo waged war as did 5 nations. a shinobi bent on starting war could move around freely.
5. nagato remembers later this was the first time he activated rinnegan and that it was he who killed the ninjas.
6. uzumakis are related to both senju and uchiha.

nagato always had the potential to unlock his power. tobi was in amekagure at the time. he found this child and decided to test him. he orders the hit on his parents as hate was the key to this power. as descendents of elder son some uzumakis can get rinnegan through extreme anger and hate. mixed in with a few other circumstances, possibly nagato being the result of an experiment much like yamato.
why do i think he ordered the hit? because lets list some facts.
1. made yahiko create akatsuki
2. knows pretty much everything about the world
3. looks old like danzo and hiruzen.
4. is powerful. powerful uchihas would have some standing.
5. is uchiha. meaning he originaly was a konoha ninja.
6. has a motive to create a test subject/pawn for his own reasons. tobi said rinne tensei was supposed to be for his own use.
