The Third Mizukage?

Ok so who is the Third Mizukage? I cant find any info on him. In the anime when Tobi shows Kisame who he really is (right before they meet Sasuke not the scene where he is talking to the Fourth Mizukage). Kisame says oh im glad its you former Mizukage, and who was before Yagura? The Third Mizukage. So there u have it Tobi is the Third Mizukage... (THEORY) But who knows that could be just to throw us off.

no what kisame meant that tobi was in fact the one pulling the strings by controlling the fourth mizukage and hence yagura was never in control and so in a way tobi was acting as fourth mizukage

Nah Tobi was pretty much the 4th Mizukage at that time, not Yagura.

Tobi was more ore less the 4th, not the 3rd.

I thought that at first too but i dont think so. I guess we will just have to wait.
