Two questions about Shiki Fūjin

I have found two questions that I can't seem to understand...

1.) If half of the Kyuubi's chakra was sealed and unrecoverable, how will
Tobi resurrect the Juubi? He definitely won't be as strong as he used to be
and he might not have enough power to use the Infinite tsukuyomi.

2.) If Hiruzen or Minato were turned into human puppets, would the Shiki
Fūjin be spammable? Whose soul will be sacrificed? The puppet master's or
the puppet's? ( Which doesn't have one so it makes it the ultimate jutsu )

Actually, every chakra recovers at its full form after a while. Thats why the seal was weakening. Naruto is the only Jinchuuriki that had his seal awaken because the Yin chakra was recovering after the split. He is the only one that has only the Yang chakra of the bijuu.
Even if they were edos they would be sealed. Shiki Fuujin seals the soul of the user, and if edo Minato(as an example, I know he cant be resurrected without unsealing) did the Shiki Fuujin his soul would be sealed, because his soul is summoned in the body of the living sacrifice of the Edo Tensei.
