A better Moon's Eye Plan - Kotoamatsukami!

We know Tobi wants to cast a Tsukuyomi on the moon for his Moon's Eye plan. So why did he want Shisui's eye so badly? Was he planning to ditch Tsukuyomi and cast Kotoamatsukami on the moon so that he could control the whole world without them even knowing that they are under Genjutsu? That would have been something awesome!

Why can it not be? If Tsukuyomi can be cast with the help of the Juubi chakra, then Kotoamatsukami is just another Sharingan based Genjutsu. Plus Tobi has the DNA from the first so he is not limited by the decade's time that it needs to reactivate for normal Uchiha.
