Question regarding Gaara and Kekkei Genkai

Okay so as I was on narutopedia reading about the Fourth Kazekage when i wondered how come gaara doesn't have his father's Kekki Genkai? and another thing i wanted to know is does anyone know the reason why gaara permantely has those dark marks around his eyes.

Were as the Fourth eyes only get black marks around them when he is using his Kekki Genkai.

It would really help if someone could answer those questions about gaara.

The Main question i have about a Kekki Genkai is how does one get a Kekki Genkai. For example:
1.The Fourth has Magnet release but none his childern ( Gaara, Temari, or Kankuro) have his Kekki Genkai.
2.Kimimaro's Kekki Genkai was the strongest his clan has seen in years so they feared him, so was his powerful because of his mother or father or was it just the luck of the draw.
Thats it for my Examples i know people on the base hate long ass threads lol.
So can anyone help me explain Gaara and Kekkei Genkai's better, Thanks for the help.

It isnt nescecarilly passed down to everyone. Hashi was the only one woth wood release, only haku and his mom had ice release, ect

The dark rings around his eyes are similar to the whiskers on Narutos cheeks, it is a similarity to the Bijuu they have/had* inside them. KKG's are not passed down to everyone, not all Uchihas would have Sharingan. KKG's are bloodline traits they can possibly skip generations.

the things around his eyes is because when he had shukaku in him he didnt sleep often because it took over him when he sleeped, the kekkia genkai thing is a mystery because he can manipulate sand because shukaku was inside of him and his dad used his kekkia genkai. it is probably just to make more epic when they fought because it was gold vs sand and they have the same fighting style. he might have the kekkia genkai though but prefers sand. its a mystery

He's very tired, he didn't sleep much as a kid.

2. Just luck of the draw, like Itachi/Sasuke being crazy strong while Haku's mom wasn't strong yet he was able to kill jonin as a kid. Gaara's sand isn't a KG - it's his mothers love.

U can treat KKG as genes u might have a mom and dad that bith have black hair and there kid migght have blonde or brunette all genes

KKG are mainly the ability to merge two elemental chakras in order to form a whole new one. Yet no where it is stated that just because the parent has element A affinity the child will have the same affinity. In other words I don't think KKG have anything to do with genetic or at least they are not genetical heritage.

All the confusion around this issue might have to do with the fact that so many people got blood line limit confused with KKG.

Blood line limits are like sharingans, byakugans and stuff like that. KKG is the ability to combine two different elements just as KKT is the ability to combine 3.

For instance we have no indication that the second and third Tsushikage's were related yet they both were able to master Dust Release because they both had the tree elements affinity.

Both the third and fourth have it and yes the fourth does use gold but i can't explain the difference. Sorry
