Kisame is considered to be on jinchuriki level? He can be said to be among the strongest, by far because we havent seen to much from others..

No it is Suigetsu brother Mangetsu he has mastered all 7 swords, while Kisame is strong he has only mastered that one sword Samehada; which out of all the swords isn’t even the best. The best being Hiramekarei, it stores charka and doesn’t ditch you for someone’s charkas; therefore we can deduce that Kisame isn’t the strongest since has only mastered and it isn’t the best of the 7. The strongest would be Mangetsu, for he has mastered all 7 swords.
