Steps
1- Both Madara and Izuna remove their right eye
2-Implant them
3-Repeats steps with left eye.
Then both of them have Eternal Mangekyou Sharingans xd

In excess it is never stat d anywhere that you must lose the light in your mangekyou before you implant your brothers eyes to obtain ems, so they very well both could have had ems and so could itachi and sasuke but plot no jutsu is a tough mother ****er to beat, it can be spammed and still has the same devastating effects
