Lightning Blade is a better version of Chidori basically. Chidori is A rank and Lightning Blade is S Rank

Sasuke's has more variations of chidori....he might not have an s rank lvl variation but he has in total 3 A rank varients to kakashis 1 s rank varient. A rank jutsu are considered only for jonin to kage lvl shinobi.so i believe sasuke is more talented with chidori then kakashi
