okay so ive seen a bunch of threads saying "tobirama is weak" "tobirama the weakest hokage" and other stuff. lets remember that he didnt become the hokage just by being hashirama's brother. in order to become a hokage, a person must be really powerful obviously. we just clearly dont have enough info on him to judge him so dont
