We all know that Haku is very...Different in how he looks. Everybody seemed to think it was a girl before he said he was a guy. And some people STILL refuse to believe hes a guy!xd
But anyways, we see Haku with Zabuza. And we see their true relationship at their deaths. They truely loved each other, but not in a BF/GF sort lf way, but a family sort of way. Here we have Zabuza, the first real villain in the series. OFC you're gonna want to make him a freakin' badass. Kishi probably intended Haku to be a girl at first, but realized that people could interpret their relationship in a BF/GF sort of way. And when you see Zabuza loving someone like that, it makes him look weak. But having Haku as a boy, but keeping that younger sister look, people can easily see it as a family sort of bond which is much stronger than just a simple crush. This family bond is very apparent in the Naruto series, we can see it everywhere. Bonds with your village, with your clan, etc. So Kishi almost foreshadows how much of a bond a person can have with someone or something
Yea so thats my 'theory' (if you can even call it that) for why I think Haku is portrayed as a male. This has been on my mind last night, and I definitely explained it better in my head but this'll have to do I guess
