I will attack this in points, the points will consist of Sasuke's attacks and why Neji is Immune to them or why Neji he can overwhelm them, the ranges which would be advantages to each shinobi, how each shinobi would get into those ranges.
I am under no illusion that none of Sasuke's attacks will be too powerful for Neji to take head on, so I will create a level system, which includes which attacks Neji can deal with at certain levels of difficulty.
Neji dominates in certain positions also, with that said I will give both Neji and Sasuke different levels of difficulty with which they would dominated the battle at different ranges.
As well as being able to dominate at certain distances the shinobi also has to get into range, or out of range of an attack, with that said I will add the third and final difficulty levels, they will be for the purpose of stating with how much difficulty a shinobi can get in and out of range of certain attacks.
The difficulty levels are. Low, Mid, High
Low + Low + Low = The battle is won at extremely Low difficulty
Low + Low + Mid = The battle is won at Low difficulty
Low + Mid + Mid = Mid Mid Mid= The battle is won at Mid difficulty
Low + Low + High = The battle is won at Low difficulty (nearing mid)

Movement Prediction (Heightened Beyond The Sharingan)
Sasuke can analyse at a high speed, in fact that is an understatement, the level speed at which an Uchiha master can keep track is so high that it can only be used to it's fullest potential against extremely complex Genjutsu.
Sasuke can keep track of many movements, but he failed to do this effectively against Bee's kenjutsu, despite the fact the he was able to dodge a high speed cloaked Bee.
This is seemingly because the Uchiha eyes can in fact be overwhelmed by multiple rapid movements, as opposed to one extremely fast one. This theory is further supported by Sasuke's initial success in dodging A's attack which started from quite a distance away as a charge, but then failed to dodge A's rapid attacks at close quarters.
Or this could be due to the fact that Sasuke's body could not keep up with Bee's Kenjutsu, and A's close ranged attakcs.

There is pretty much no way for Neji to get to Mid range, but he is not immediately in the danger zone at long range either, as he has superior long range vision to sasuke, plenty of prep for his primary and secondary defensive techs and plenty of time to move out of the way of attacks he can not defend himself against.
Unfortunately for Neji however, if Sasuke Manages to use Kirin even with Revolving Heaven Neji is at least severely damaged, Kirin is to a very aggressive attack, and is too fast, even for a Taijutsu expert like Neji to dodge.
With that said the prep for Kirin takes a major tole on chakra, so if Neji does survive Sasuke is in deep trouble.
Sasuke dominates long range with Low difficulty.( Just dominates..)
Neji Dominates at High Difficulty. (With incredible timing he could get close, but very unlikely).
Thus there for we have from my argument.
Neji winning with: low+low+high = low dif (nearing mid dif)
Sasuke winning with: High + High + low = high dif (nearing ext high dif)

Please Note Neji's Byakugan Now Has No Blind spots As He Dealt With His Optical Blind Spot Using A Chakra Technique, Unlike The 3T Blind Spot Which Is Around 150 Degree's
I just wanted to show that Guy and Lee are in the air
Showing that there is some surrounding force to Neji's Vacuum Palm attack, the force is significant enough to throw two Taijutsu Masters off of their feet despite not being the target of the attack.
Next I commend the find concerning the movement of Neji's feet.
At the same time this could be due to Neji keeping himself upright, fighting against (with little difficulty), the weight of Naruto's punches, even though they can't get to his actaully body past the chakra barrier, Naruto still has weight.
The feet movement could also be extremely short positional prep for Neji to begin his spinning.
Notice the drag lines in the picture, the directions are not actually correct for a spinning movement, I will elaborate if the issue is further pursued.
Next I want to address the fact that at mid range Sasuke, despite his Sharingan and trained ability to dodge, may still fall victim to Neji's Vacuum palm and thus damage to his vital points are still at risk.
Note once again Lee and Gai Repelled by the force of Vacuum Palm.
Due to Neji's Taijutsu driven speed, even if Sasuke sees the chakra build up in Neji's hand as well as seeing the muscle twitches in Neji's arm, which together will alert him to Neji's attack, his attempt at dodging will not be significantly successful.
As there is not enough time for significant movement.
As a result of this, although he may not get hit by the full force of Neji's attack, he would at least lose his balance as well as a lot of wind, giving Neji an opening for a swift consecutive strike.
Even if against all odds Sasuke dodges again, he will be in no condition to tend to Neji's advancements into short range, nor will he be able to defend against Neji's 8 Trigrams Revolving Heaven, or a third Vacuum Palm strike.
Chidori current would get countered by Kaiten's earlier stages, spinning is required to repel significant force, but the layer of chakra will shield his body from the current.
The chakra required to sustain this layer for long would be significant, so Neji should concentrate on blocking Sasukes chakra points to stop the current which he can easily do at short range.
Vacuum Palm would be impossible to dodge at short range.
At mid range the same end is inevitable as explained above.
One more thing, yes this is said by tenten, but other than tenten's legendary fodderhood, she has worked, trained, and fought a long side Neji for a very long time, also everything she is saying has been seen as a feat.
Neji can sense all of his opponents attacks, with the Byakugan, the way that the Sharingan does it is very unique of course.
Also this outlines that Neji can defend himself using the chakra without necessarily spinning.
This scan also shows us that Neji's type of attack requires training to be able to use.
The predictive abilities of the Byakugan should not be underestimated, with their eyes it would not be warranted to do so.
In fact if it were not for the ability granted by the Uchiha to analyse what they have seen faster than anyone else, than the Byakugan would actually have greater predictive abilities.
As mentioned in my earlier posts, it is easier for a Hyuga user to match their ability to dodge and defend with their ability to predict, than for an Uchiha to do so, this is because the fact that they are from a heavily Taijutsu clan, it is also because the ability of the Uchiha to analyse is so incredible that it is almost impossible for their body to match the speed at which they do so.
An attack that consists of so many strikes that area is more or less engulfed by attacks can not be dodged, and an attack that comes too soon after your prediction can not be dodged.
As you can see the speed of Neji's attack from his arms is so great that his two arms are represented as four, to indicate rapid movement.
The results of his attacks, shown out of Naruto's back, are almost simultaneous another testament to Neji's speed.
With This I Maintain that
Neji Wins at low difficulty
Sasuke Wins With High Difficulty (Approaching Ext High)
For Short and Mid Range ^^^^^^
At long range, Neji needs to get into mid range, once he does he can end the battle with little chakra, unfortunately Sasuke has Hawk summon, making it near impossible for Neji to get into range. Unless they are fighting in a valley.
His only chance at victory is to out last Sasukes chakra, at that distance Sasuke's Ninjutsu can be easily dodged.
Sasuke's best bet is to fire a Great Dragon (which will take great chakra prep) into the sky and send a kirin at Neji, since Kirin strikes too quickly for Neji to disperse.
With Neji's eye sight he has a great deal of defensive prep time available.........I suggest he runs lol.
FAST.
Unfortunately Kirins prep makes it near unusable without pre battle prep.
Neji could also use Sasuke's Chakra molding as time to get in from long range.
Starting a battle between Sasuke and Neji at long range is kind of silly (even though Neji could overcome the distance), but I had to because all ranges should be considered for a fair battle.
Neji's eyes give him an advantage at long range evasion.
As Neji tries to get in close the eyes of the Sharingan gain more and more advantage until Neji is in range to hit him.

There is pretty much no way for Neji to get to Mid range, but he is not immediately in the danger zone at long range either, as he has superior long range vision to sasuke, plenty of prep for his primary and secondary defensive techs and plenty of time to move out of the way of attacks he can not defend himself against.
Unfortunately for Neji however, if Sasuke Manages to use Kirin even with Revolving Heaven Neji is at least severely damaged, Kirin is to a very aggressive attack, and is too fast, even for a Taijutsu expert like Neji to dodge.
With that said the prep for Kirin takes a major tole on chakra, so if Neji does survive Sasuke is in deep trouble.
Sasuke dominates long range with Low difficulty.( Just dominates..)
Neji Dominates at High Difficulty. (With incredible timing he could get close, but very unlikely).
Thus there for we have from my argument.
Neji winning with: low+low+high = low dif (nearing mid dif)

Showing that there is some surrounding force to Neji's Vacuum Palm attack, the force is significant enough to throw two Taijutsu Masters off of their feet despite not being the target of the attack.
Next I commend the find concerning the movement of Neji's feet.

At the same time this could be due to Neji keeping himself upright, fighting against (with little difficulty), the weight of Naruto's punches, even though they can't get to his actaully body past the chakra barrier, Naruto still has weight.
The feet movement could also be extremely short positional prep for Neji to begin his spinning.
Notice the drag lines in the picture, the directions are not actually correct for a spinning movement, I will elaborate if the issue is further pursued.
Next I want to address the fact that at mid range Sasuke, despite his Sharingan and trained ability to dodge, may still fall victim to Neji's Vacuum palm and thus damage to his vital points are still at risk.

Due to Neji's Taijutsu driven speed, even if Sasuke sees the chakra build up in Neji's hand as well as seeing the muscle twitches in Neji's arm, which together will alert him to Neji's attack, his attempt at dodging will not be significantly successful.
As there is not enough time for significant movement.
As a result of this, although he may not get hit by the full force of Neji's attack, he would at least lose his balance as well as a lot of wind, giving Neji an opening for a swift consecutive strike.
Even if against all odds Sasuke dodges again, he will be in no condition to tend to Neji's advancements into short range, nor will he be able to defend against Neji's 8 Trigrams Revolving Heaven, or a third Vacuum Palm strike.
Chidori current would get countered by Kaiten's earlier stages, spinning is required to repel significant force, but the layer of chakra will shield his body from the current.
The chakra required to sustain this layer for long would be significant, so Neji should concentrate on blocking Sasukes chakra points to stop the current which he can easily do at short range.
Vacuum Palm would be impossible to dodge at short range.
At mid range the same end is inevitable as explained above.
One more thing, yes this is said by tenten, but other than tenten's legendary fodderhood, she has worked, trained, and fought a long side Neji for a very long time, also everything she is saying has been seen as a feat.

Neji can sense all of his opponents attacks, with the Byakugan, the way that the Sharingan does it is very unique of course.
Also this outlines that Neji can defend himself using the chakra without necessarily spinning.

This scan also shows us that Neji's type of attack requires training to be able to use.
The predictive abilities of the Byakugan should not be underestimated, with their eyes it would not be warranted to do so.
In fact if it were not for the ability granted by the Uchiha to analyse what they have seen faster than anyone else, than the Byakugan would actually have greater predictive abilities.
As mentioned in my earlier posts, it is easier for a Hyuga user to match their ability to dodge and defend with their ability to predict, than for an Uchiha to do so, this is because the fact that they are from a heavily Taijutsu clan, it is also because the ability of the Uchiha to analyse is so incredible that it is almost impossible for their body to match the speed at which they do so.

An attack that consists of so many strikes that area is more or less engulfed by attacks can not be dodged, and an attack that comes too soon after your prediction can not be dodged.

As you can see the speed of Neji's attack from his arms is so great that his two arms are represented as four, to indicate rapid movement.
The results of his attacks, shown out of Naruto's back, are almost simultaneous another testament to Neji's speed.

At long range, Neji needs to get into mid range, once he does he can end the battle with little chakra, unfortunately Sasuke has Hawk summon, making it near impossible for Neji to get into range. Unless they are fighting in a valley.
His only chance at victory is to out last Sasukes chakra, at that distance Sasuke's Ninjutsu can be easily dodged.
Sasuke's best bet is to fire a Great Dragon (which will take great chakra prep) into the sky and send a kirin at Neji, since Kirin strikes too quickly for Neji to disperse.
With Neji's eye sight he has a great deal of defensive prep time available.........I suggest he runs lol.

Unfortunately Kirins prep makes it near unusable without pre battle prep.
Neji could also use Sasuke's Chakra molding as time to get in from long range.
Starting a battle between Sasuke and Neji at long range is kind of silly (even though Neji could overcome the distance), but I had to because all ranges should be considered for a fair battle.
Neji's eyes give him an advantage at long range evasion.
As Neji tries to get in close the eyes of the Sharingan gain more and more advantage until Neji is in range to hit him.
Alright.
So from comparing 3T Sasuke and Byakugan Neji
