Hello guys. As the title says, this is only a POSSIBILITY. Please don't flame for nothing. For some time now, we all know about seals and how it works. We believe that someone sealed by the use of the Sword of Totsuka will be trapped in a genjutsu like world for eternity. Take note of the world sealed and eternity.
The way how the sword of totsuka works is the same with the reaper death seal. The technique also seals the target in the belly of the death god along with the user and it was said that the target and the one performing it will be trapped there for eternity. Although they are the same in nature (seals a person), the process is not the same.
Look what happened to nagato after being stabbed by the sword of totsuka. If the sword can only trap the person in genjutsu then the body and spirit will still be there in one place. This was not the case. see scan below
With the latest development from the manga, ORO was able to be revived by sasuke. We know that ORO was being sealed with the sword of totsuka but he was revived by Sasuke. It was due to his chakraand conciousnessthat was put in the cursed seal. The other thing needed was a part of Kabuto's body. This would mean one thing. To be used as a vessel.

Does the recent chapter sounds or looks familiar? Let's bring back some memories..
The scan above shows Minato knowing what is happening in this TIME. He knows what happened to Jiraiya and how Konoha was obliterated. It's very clear that his consciousness was being put along with his chakra. This is the same as how ORO was able to observe Sasuke.
We know that Minato sealed his chakra within Naruto and look how that small chakra works. It made him aware what's happening in the present time and managed to reseal the 8 trigrams.
The tricky part is here. I don't know if the source of narutobase's list of jutsu was taken from the data book. Please check out the definition and take note of the bolded part.
Take note: A special secondary seal that emits the same chakra as him, allowing him to have an instant connection to the area.
A seal that can emit chakra the same as Minato? Is this even possible? Well, if he is a master of seals then nothing is impossible. It can be explained as to why Kushina can't use FTG if all it needs to perform it was the seal. She was the one who taught Minato the Uzumaki's secret sealing techs but for some reason, she can't use FTG.
If the description about FTG that we have is true then since tsunade has the FTG mark then Minato's chakra is along with her and it will only need some vessel to revive Minato as what Sasuke did to ORO.
Please notice also that Oro searched for tsunade to heal his arm. He's positive that Tsunade can heal him and even offered to reincarnate her brother and Dan just to make tsunade heal his arm.
Knowing that tsunade is part senju/uzumaki, and what she can do, it's very possible that she can figure out a way to bring Minato back by using the chakra in the FTG seal. There's nothing impossible here as we saw how Madara escapes EDO TENSEI and how Sasuke revived ORO.
