tbh, probably this. Then hashirama second, But i don't think you can put muu, in third just yet. First he has to at least share the 3rd spot with troll-kage, but second. I think minato, while not stronger, could beat him.

you HAVE to take this guy into some kind of consideration as well. dont know of any other kage it took THOUSANDS of people to kill. that feat alone gives him an argument for number 1

Probably Hashirama base on information although no concrete evidence to support that yet, hopefully kishi can show us in the future his full ability.. in like a long flash back or something...

but I also want to see 1st mizukage & 1st raikage & first 3 generation of kazekage's power

I would say Hashirama or Hiruzen based on their hype. Can't really take a pick until it's specifically stated that one of these is greater than the other.

Based on feats, Muu for his offense or the Third Raikage for his defence.
