The last time I checked Orochimaru always wanted Sasugay. If he was smart he would pick naruto because he's stronger but he can't do that because of plot no jutsu and because Orochimaru doesn't want to be strong he just wants to learn all jutsu. Naruto is closer to so6p because of main character no jutsu and common sense no jutsu.

I think Oro was planning to turn himself into a pseudo So6P like Madara. Even before his interest in the sharingan, he had interest in Hashirama's DNA. I think the Uchiha body was the second half of his plan. You see only a blood descendant of the sage can fully realize the power of the senju+Uchiha DNA. Compare Danzo and Madara. Danzo has both Senju cells and Uchiha eyes but he's only a bad counterfeit compared to Madara-who is of the sage's bloodline and can use the rinnegan where as Danzo can't even use Izanagi's full power. I think Danzo was Oro's failed prototype at the sage's power. He needed a proper Uchiha body for Hashirama's dna and to get the Rinnegan and the sage's power-which was Sasuke. Once he has this power, he could learn the secrets of all jutsus.

naruto actually was seeking for more power when he got defeated by sauske in orochimaru hide out so he was doing a bunch of training and stuff to match sasuke,orochimaru can't convince naruto to come to his side with out force but orochimaru could have actually went in naruto body when he fought naruto by releasing his gas in his snake form but he didn't find interest in naruto that much.
