well i don't know if orochimaru is able to move his hands but i think he can and im pretty sure he has jiraiya dna i mean they were camarads they were rivaals so yeah he has some pack of hair and bring back edo jiraiya and jiraiya uses summoning jutsu and brings gamabunta and the toads. No he would not be able to control the toads. Jaraiya does not "control" the toads, he summons them but they still have free will of if they will fight or not. Just as Naruto did not control the toads when he first started summoning them. They have a contract but that does not bind them to his bidding.

In fact even with EDO it is not the summoning of the dead that makes them do what the summoner wants it is the talaisman that is placed in them that controls the EDO summons. As seen with Kabuto's kunai being placed in the back of their heads.
