Sasuke is actually stronger than naruto.
If we take a look at this pic here
You can where Sasuke's attack landed, the heat and chakra from his attack was so intense that it caused the tank to melt, shown by this liquid falling out.
Hense the reason why the hole he made in the tank was so small and puny, it is because the tank was beginning to liquidized and thus the hole became smaller as it began to cave in.
Here we see the result of Naruto's strike
Obviously his is weaker as the tank is still solid.
Sasuke has just gotten stronger and stronger through much training. Naruto on the other hand has stayed at the same strength.
Proof of this is shown by the fact that Sasuke is always exhausted after using his true power, this means he uses more power than Naruto, who is only tiered after creating an army of himself.
Not only is Sasuke stronger than Naruto but he is actually stronger than every opponent he has ever encountered, including Kakashi
Any battle that Sasuke lost is actually a Genjutsu that he has cast after defeating his opponent, thus leaving them their in a drooling stupor while they soil themselves
