Second Tsuchikage vs Fourth Hokage
This is the 3rd installment in the pitting Kages against eachother this is a thread an exception to pitting a relatively unknown Kage against a very known one as both Tsuchikages we have info on are very known by most of the NB members.
This is a thread showing why the Second Tsuchikage is arguably stronger than the Fourth Hokage.
Mu was able to kill the Second Mizukage (arguably the greatest Mizukage in history) which is a massive feat and so can rival Minato in the amount of hype he has
Second Tsuchikage
-Dust Release: Detachment of the Primitive World Technique
This is an advanced nature kekkei tōta (only possessed by a select few) which is an advanced version of kekkei genkai, it is created through simultaneous use of the earth, wind, and fire elemnts. The technique creates a three-dimensional object e.g. a cone, a cube or a sphere where the user traps the target in the shape and disintegrates the target on a molecular level.

-Splitting Ability
The Second Tschuikage has shown the ability to avoid a potentially lethal blow by splitting from his physical body, creating a 2nd body which he inhabits and leaving his previous body to take the hit. Its very similar to a snake shedding its skin as it is no longer a part of its physical body and anything that happens to it is irrelevant to the snake itself. This ability can be used to escape a potentially lethal blow from Minato if Mu makes a mistake.

-Flying and Levitating
Mu also had the ability to levitate above the ground meaning he could drastically boost his speed by erasing the force of friction. Mu could also take this to the next level by being able to fly at any range meaning he could go out of range of Minato's FTG Kunai and bombard him with volleys of elemental blasts.
-Chakra Sensory Abilites
Muu is also a skilled sensor who's ability can sense shinobi over several kilometers, as well as classify and discern chakra into different groups, this is shown when he stated that Gaara's chakra was very similar to that of his father and the ability to distinguish between chakra belonging to different populations.
-Absolute invisibility
This technique allows Mu to control how light is reflected around his body with chakra inflections. The technique also erases the user's scent, shadow and form not to mention their chakra signature meaning they cannot be detected by normal means e.g. with the naked eye, byakugan and sensory abilities.

-Great Reflexes and Reactions
The Second Tsuchikage has also shown to have amazing and fine-tuned reflexes as he was shown to do what all the other kages couldn't which was shown when only he instinctively managed to evade Gaara's sand hands and avoid Naruto's sneak attack from behind.
-Wind Release Techniques
The Second Tschuikage's third and final element is wind. Wind Release is mainly short to mid-ranged offensive techniques that combine brute force and keen precision to deal cutting and slashing damage. This can be used by Mu when he is neither flying or in the range of Minato's FTG Kunai where he can use volleys of Wind Release as a alternative to Fire Release techniques.
-Fire Release Techniques
We know that the Second Tsuchikage possess the three elements of Fire, Earth and Wind as he needs a combination of three natural affinities to use Jinton (Dust Release). Fire Release consists of mid to long-ranged offensive techniques that cause combustive and explosive damage. This can be used as Muu's Long range offensive technique when flying to bombard Minato with volleys of super heated fire blasts straining his Flying Thunder God Technique to its limits.
- Large Scale Earth Release Techniques
The Second Tsuchikage also possessed the Earth element as stated above. It allows the user to manipulate the surrounding earth for both offensive and defensive purposes be it dirt, mud, or rock. It is one of the most versatile elements being able to be used defensively as a shield or armour, offensively to strengthen attacks, boost physical strength, transportation (underground) and the ability to warp the terrain itself.

-Intelligence
Muu also appears to be both extremely knowledgeable and analytical, being able to discern the exact method used to locate his position almost immediately after detection (when Gaara found him with his locating technique), seemingly without any prior information concerning the technique in question.
-Battle Prowess/Experience
All the Tsuchikage have been shown to live a long time (as since the establishment of the ninja systems there have only been 3 of them) and through many of the great shinobi wars. Muu has undoubtedly been in countless battles and this has accustomed him to battle tactics, made him war suited and able to easily think in formations, strategies to take advantage of the opponent's weaknesses whether it is element related, intelligence or even something unique to their fighting style. He is also far superior to Minato meaning any and all battle tactics (unless original) that Minato may have learnt through books or his short time fighting in wars is also probably known by Muu and the obvious disadvantage of the tactic.
-Immense Physical Strength
The Second Tsuchikage has also feats of great physical strength even with only half his strength. When Muu had to split to escape a potentially lethal blow and escape the bombardment from Oonki, Gaara and Naruto he had to use his splitting ability (which halves his strength) and was then crushed by significantly sized boulders. He then lifted these boulders without to much difficulty. This leads us to believe that he is extremely durable and could take a few hits from Minato.
The Second Tsuchikage's Elemental Advantage with Dust Release (his Kekkei Tota) and his Elemental affinities
Strengthened by Wind techniques as his Katon (fire) techniques are powered up by increasing their speed and primarily the air feeding the flames.
Immunity to Water techniques as Muu's Earth Affinity has a elemental advantage over water and could be used defensively as a massive wall to because dissipate the force of water rendering the technique less effective.
Immunity to Earth Techniques as the only solid structure element it is at the mercy of Dust release as it is physically able to be disintegrated at a molecular level.
Immunity to lightning techniques as his wind release acts as a natural insulator which stops the Lightning traveling very far and making it impossible to hit Muu unless used a very close range.
Immunity to all physical elements and pseudo elements e.g. Sand and Mud as they like Earth can be physical disintegrated.

Why the Second Tsuchikage would win against the Fourth Hokage?Fourth Hokage
Sensory Finger Technique
By touching the ground with his index finger he was able to sense, if there were enemies nearby and how many enemies. This was a powerful sensory technique and was shown to be able to detect people in a certain area from a considerable distance away much like Tobirama. This would help Minato track the Second Tsuchikage but if he uses the technique absolute invisibility it wouldn't work as headquarters most skilled sensors couldn't detect with their combined efforts.
Flying Thunder God Technique
which essentially allowed him to teleport to any location with untraceable movements Minato had through the use of special seals. By throwing kunai that had the seal attached to them behind enemy lines, Minato could teleport to his special kunai even as it travelled through the air.
Space Time Barrier Technique
For defensive use, Minato was capable of implementing space–time barriers to counter large attacks such as a Tailed Beast Ball, sending the blast to a distant area away from the village. This technique would be essential to Minato in redirecting dangerous blasts of Dust Release or undodegable massive Katon techniques which the Tsuchikage undoubtedly has in his skill set.
Rasengan
Minato created the Rasengan by observing the Tailed Beast Ball. It is the highest level of shape transformation and it does not require hand signs to be performed. The lack of elaborate preparations needed for the Rasengan gave Minato an advantage over other technique users in battle. For example, in his fight with Tobi, he is able to form a Rasengan right after throwing his marked kunai at him, allowing Minato to land a devastating blow immediately after performing the Flying Thunder God Technique.
Summoning Technique: Gambunta the Toad
In his youth, Jiraiya taught Minato how to use the Summoning Technique to summon toads. He was able to summon Gamabunta, showing considerably large reserves of chakra in doing so, and was one of the few people that Gamabunta would willingly cooperate with. He could use the Summoning: Food Cart Destroyer Technique for a devastating surprise attack that could even pin powerful large targets like the Nine-Tails down. This could be useful in reducing the range of the battle against the Second Tsuchikage whilst simultaneously using a space time barrier to protect his summon from the devastating effects of Jinton.
-Intelligence
After seeing a technique once, he could correctly deduce the basic mechanics behind it, such as the strengths and weaknesses of Kakashi's Chidori. This could be used to find weaknesses in the Second Tsuchikage's battle tactic, ninjutsus and original techniques which could give him a possible advantage.
1) Elemental Versatility and Infinite Battle Tactics
Due to the Second Tsuchikage possessing several elemental affinities, he is able to use them to their utmost effectiveness rather than simply using it because of the lack of choices available to them. Long range Katon (Fire) techniques allow the Second Tsuchikage to use super heated balls of flames in volleys from a distance to overwhelm the Fourth Hokage from the skies. The Second Tsuchikage can also use his wind techniques from medium range (just out of range, of the Flying Thunder God Technique) to blow away Minato in his attempts to close the gap.
At close range he can use Earth Techniques for close combat, strength boosting techniques and etc. Earth's versatility as a element allows it to be used both offensively and defensively which gives him the ability to quickly adapt to quick paced close combat.
His three natural affinities also allow him to have the elemental advantage over the Wind Element (his fire overwhelms it), his water element (his Earth element dissipates it), his Earth element protects against the wind element
and his Wind element is a natural insulator which is strong against Lightning.
2) Range of the Battle
The Second Tsuchikage's ability to fly can be used to gain a distance advantage over the Fourth Hokage as he specializes in close combat (Taijutsu, Rasengan, FTG Technique) which are all rendered useless at that range. He can also take advantage of the range by using long range volleys of Katon (Fire) techniques and maybe Fuuton (Wind) techniques to be used as a alternative.
3) Ability to Warp the Terrain
Mu could use his Dust Release to devastate the landscape from above leaving many craters in the ground causing trouble for Minato to more around effectively. This could hamper his efforts in dodging volleys of Katon attacks from the Second Tsuchikage. Large Scale Earth techniques can also be used in conjunction with the half destructed landscape to trap/crush Minato and warp the terrain to intercept Minato's movements with Earth technique related traps.
4) Ability to Evade and React to Flying Thunder God Technique
Furthermore, when these detection capabilities are employed in conjunction with his quick reflexes, he can avoid techniques that even other Kage find difficult to evade, as demonstrated when only he instinctively managed to elude the clutches of Gaara's sand hands and avoid Naruto's attack from behind.

If you check the above spoiler tag you will see that whatever element(s) Minato may possess would easily be countered by Mu's Jinton or natural elemental affinities (except if had the fire element). Even then his own Fire element fuelled by that of his wind element would easily overwhelm any fire element attacks possessed by Minato.
Alternative Arguements on why Minato could win
Other Tactics that could be used by Mu1) If the battle happens at a Enclosed Terrain e.g. Cave or Cavern
This would help by reducing the range of the battle drastically, as Mu wouldn't be able to travel vertically using his Flight technique preventing the Fourth Hokage from effectively using his Flying Thunder God Technique. It would also increase the effectiveness of his FTG technique as his Kunai wouldn't be able to be seen in the darkness. Two final benefit of fighting in a dark cavern is that even he can locate him with his sensory abilities and they will both be at a sight disadvantage almost the same as it would be impossible to see in complete darkness.
2) Effective use of Summoning Technique
As i mentioned earlier, Minato could summon Gambunta the toad and use his height to reduce the range of the battle even if the Second Tsuchikage is flying, he can jump off the toad's head as a boost then use FTG Kunai (multiple if needed) to get to Mu and land a successful hit or pressure him into splitting to hinder him for the rest of the fight. Also he would need to protect his summon from the devastating effects of Jinton by using a space time barrier to prevent a lethal hit landing on Gambunta.
3) Planting FTG Technique Kunai on the Second Tsuchikage
This is the most difficult of all three tactics, it would involve a method of pretending to go in for a attack, doing minimal damage on the Tsuchikage (not enough to pressure him to split) and land a FTG Kunai on his back to use for later in the battle as long term plan to land a lethal and decisive hit later on in the fight when he most needs the teleportation.
The Second Tsuchikage can use a combination of his two abilities, splitting and becoming invisible as a last resort attack. It can only be used in the event of Minato landing a successful hit which would do deadly damage.
First he could split and make a duplicate after a potentially lethal subsequently reducing his attack power by half.
Then use his absolute invisibility, to remove all traces of the 2nd body which he now inhabits, to let Minato get his guard down as he would think the battle just ended.
Finally, the Second Tsuchikage has a chance at a devastating sneak attack against Minato which could even out the levels of damage done to each party or even be potentially lethal.
First he could split and make a duplicate after a potentially lethal subsequently reducing his attack power by half.
Then use his absolute invisibility, to remove all traces of the 2nd body which he now inhabits, to let Minato get his guard down as he would think the battle just ended.
Finally, the Second Tsuchikage has a chance at a devastating sneak attack against Minato which could even out the levels of damage done to each party or even be potentially lethal.
