If you remove Naruto's high chakra reserves he wouldn't have the kyuubi sealed in him because he needs chakra to suppress the kyuubi that is why in part 1 ebisu(not sure if it is him) said naruto has low chakra control so no kyuubi means Ma and Pa could help enter sage mode just like they did with Jiraiya so Naruto could still enter sage mode.

Both of them deserve their power. Pain/hatred is a huge source of power in the manga, as displayed by several ninja. Naruto admitted that he couldn't understand Sasuke's pain in the past until he felt the same thing (referring to Jiraiya's death). He called Sasuke's actions understandable. The guy was constantly harassed by the whole Uchiha massacre, his brother's betrayal, learning his brother was forced to by Konoha to save him, and so on. Not to mention that people like Orochimaru, Danzo, Tobi, and others have/had their eyes specifically towards him for a while now. Presently, Sasuke wants to learn more about the world as to come to a proper conclusion himself.

Naruto is just as easy to argue for. We all know what type of crap Kurama shaped Naruto's life to be. Not even knowing his parents, Naruto lived with the burden of being a host for years upon years on end. The deal comes with childhood hatred, being constantly beckoned for power (which can easily backfire..), and being chased by S-Rank criminal organizations just because you were given a Bijuu at birth. The fact that Naruto confronted the Kyuubi and told him that he wants to help cure his hatred shows that Naruto deserves it. Every other host treated him like a plague, while arguably Naruto got the most pain out of being its host. There are more reasons as to why Naruto deserves his 3 years with Jiraiya and his Sage Mode power up but the Bijuu is the most brought up one.
