Tsukuyomi is only about as powerful as a regular 3 tomoe sharingan genjutsu. Sasuke used it on Danzo and Bee and it was effective neither times. The first time his eye was even bleeding.
Itachi master Tsukuyomi to the point that he could freely manipulate space and time in the genjutsu but how many times did he have to use it before he mastered it like that? I think that by the time a ninja has master tsukuyomi to the point that it is considerably better than regular s rank genjutsu, the eye must be very close to blind. if sasuke didnt have the ems, he definitely wouldve got blind before his tsukuyomi became effective.
kurenais genjutsu is better than sasuke's genjutsu. tsukuyomi is only an effective technique if you either have ems meaning that you wont go blind while practicing it or an uchiha prodigy like itachi who probably mastered it very quickly
