Actually naruto is much more closer, since he actually tamed the so called most demonic spirit in Naruto verse " Kurama ". Madara had to use EMS to tame kurama, and even then he couldn't achieve what Naruto has. The full co-operation of kurama, which is what the sage tried to embody into his sons. Yes Madara has rinnegan, but he doesn't have the bond with the bijuu's like Naruto, which will eventually become the juubi and possibly the next in line for the title of "sage".

he is a close blood relitive of some clan that starts with a s that is related to the uchicha clan.
also being named the reincarnation of the so6p he might just naturaly have that power inside him since the beast were divided by the sage himself. why do you think sasuke use to call naruto brother. as far as we know the rinnegan might only be given to fire natured chakra users. also when naruto is in km he resembles so6p and the markings around his neck/close to his chest makes me think he will get the rinnegan one way or another
