So, throughout the series it has been demonstrated that the Uchiha have the ability to control different tailed beasts through the use of their Sharingan...This is illustrated through Kurama on multiple occasions being controlled by Sharingan...
Furthermore, We have seen Images of the Juubi as a dark mysterious shade with one Large Eye, which seems to be the rinnegan with 'Tomoe' - the small shapes that appear within the Beasts eye...
NOW FOR THE MOST IMPORTANT PART!
In this panel ^, we are able to see that the tailed beast is looming over the So6P, while the sage is holding his staff to the air in an attempt to control the beast...Now if we pay attention to the beasts Eyes we notice the pattern!
Now when Kurama was being controlled by the Sharingan - his eyes turned into sharingan, he was under Madara's control until Hashi released him from it... This in turn leads me to believe that the combination of the Sharingan + the Rinnegan is what controls the Juubi completely!
This also explains why both Tobi AND Madara - people who seem to have the same motive of resurrecting the Juubi have BOTH the Sharingan AND the Rinnegan. ..Its a very reasonable explanation as to why Tobi kept one sharingan eye, taking only one Rinnegan from Nagato in addition to him needing his eye for T/S Jutsu!
People have already deduced that the Juubi's eye is a combination of both...but this explains why - in the only image of the Juubi we have seen - The sage is in front of him!
- You could also deduce that the Sage had the ability to transition his eyes between Sharingan and Rinnegan - but that's not what this thread is about!

Edit: i have been reminded that the Gedo Mazo can only be controlled by someone with the Rinnegan - SO - perhaps the Rinnegan controls the physical body of the 10 tails - whilst the sharingan controls the 'chakra' of the different tailed beasts...!
