The juubi's eyes had 9 tomoe over the rinnegan according to the manga. Not the other way around. If you have memory issues you might want to reconsider telling people whats right and wrong.

It's about the susanoos not each other I agree sage will beat madara up and down the road but once you reach perfection you can't get better and madara has perfect susanoo so the only thing that I think would make the sages susanoo any better is the jubi chakra
