Why not he is a sensory type ninja when fused with samehada. I give it to Tobi high difficulty because he will be low on chakra at the end of the battle.

If you haven't noticed, Tobi is a chakra beast. So I say Tobi, med difficulty. There's really nothing anyone can do against Tobi. You need a S/T tech and maybe some explosives.
