that maybe so but if you can recall he pre much played puppet with kakashi smacking him all around the place but kakashi above him only reason he lost was because naruto intervined otherwise he probley would have killed them all haha

yes he may be a fodder but u cant deny the fact that he faced hashi tobirama and oro at the same time without help and defeated them all even tho he died thats a pretty good feat he deserves his spot

Madara and Hashiram could be on there, but we also have to consider the following.

What we've really seen from Madara is edo, and a good portion of that is an upgrade.

We've seen little to no info on Hashirama, just hype.

I know, but I'm giving Hiruzen that status. He's not Hashirama level, but he is one of the best Kages there are.

Yes, but Kakashi has gotten stronger since than. During that time I'd place Gai at low kage at best. Now I see why he's Kakashi's level.

His hype is even better than Hiruzens. He deserves to be higher. There are too many in hypes in the manga like Raikage who says "i thought he could never be surpass", or even others but i'll show you this:

He chose Minato because Orochimaru was evil, Jiraiya didn't want it, and Tsunade wasn't in the village. Minato was his forth choice.

Gaara and Mei have been doing the least in the fight against Madara.

A has been doing the middle amount.

Oonoki and Tsunade have been doing the most.
