Yes she can. Also From my understanding you underestimate Tsunade as she hold the tile of both the Sannin and Hokage. She is also a fame Medical Ninja. That's fame is what makes her above all and possible to win these fight.

You're right. I didn't see it like that from the start, but still you forget they are really strong in combos when Tsunade in Byakuyu mode is careless to avoiding attacks(and not that fast). Just look here:

If Tobi didn't had his ghost mode, he could have been trapped by Fuu. And yes you're right that Tsunade could overcome this jutsu, but even then i think it would take time(like Sakura also) and at that time, Fuu could decide to kill himself(or try to do the same thing like against Ao for example) and without head she will die

Why everyone says "Without a head Tsunade is finish." Have you understand that any character can make the same outcome. How would Fuu or Torune know that cutting Tsunade head off cancels the Jutsu. Also, Fuu techniques needs preparations and it leaves his body open and vulnerable for attack so he want be using the Puppet Jutsu in battle.
