Zetsu Could Have been way better in the War!

In the war, why wouldn't Tobi instead have made 100,00 black zetsus instead as black zetsu seems way more capable and since he made white zetsus instead, is it just me or does the ONE at the kage summit seem better than all of them or does it just have have to do with them being clones?

Zetsu is like a mushroom where Black Zetsu is the main body and White Zetsu is the spore. There cannot be multiple Black Zetsus... unless he uses shadow clone jutsu.

no he was also going to use the white zetsu to copy people and their chakra to contue the battle even after most of the white clones were destroyed and take out even more people. Its called strategy, you cant think bruste force is best option all the time

I think black zetsu is unique, there can only be one, he was the intelligent one, the one who new everything, white zetsu are just plain stupid, weapons for war. Black zetsu was the strategist. Black zetsu has a very important role in the Manga.

Well its probably for the following reasons: Either Tobi is dumb or He cant make black zetsu clones for some reason or Kishi simply wanted to draw white zetsu more as drawing black zetsu needs a lot more ink.
