What i think the "third power" is

We all know that there are 3 powers to a mangekyou sharingan. THe third power of that is the susanno. I think the scroll that seugestu found was how to unlock the perfect susanno. Suigetsu said that they can take over the world with it..If you ask me I'd say that no one can beat a perfect susanno. not even plot no jutsu. Also that's why it's a present for sasuke and no one else because he's the last living uchiha.

No. You can't get Perfect Susanoo with a scroll jezus crist it's unique MADARAS jutsu.
