Madara is planning on heading toward where Naruto is. Tobi is finally summoning the Juubi xd. And Orochimaru is alive somewhere. Four villians are trying to take over the world at the same time and I find that really really weird.

I think Kishi plans on doing a villian battle royal . Just imagine Perfect Susano vs Imperfect Juubi.
