That's an interesting thought. But I think Madara is abit more immediate than that, in the sense that people will die in the same battle as they face the perfect susanoo.
Not really. He just said if you see his susano you die. That doesnt necessarily mean that you die in battle, if can mean as long as you see it you will die. Whether in or out of battle. May i also say that, as the manga went madara's survived the fight with hashirama. If hashirama was in deed to die late from his injuries it times in with what madara says but also for a shinobi like hashirama to die it wouldve echoed all across the naruto world and madara who survived the fight wouldve deffo heard of it
