Madara has shown powers that rival the tailed beast.

Naruto​

Naruto has shown the same mountain destroying abilities as Madara with RRS

Those are the contestants. This is the kurama b4 the 4th sealed halve his chakra.. He is Huge Kurama..

If we are talking pre reaper death seal and neither Madara or Tobi can control him I say none can stand up to him of the ones you listed above. Without casting a genjutsu or taking control I do not think anyone other than the SO6P would be able to completely stop full power Kurama.

Madara and Hashi are the only ones that stand a chance. Naruto was inside his mind and had help, and still didn't "defeat" Kurama. He only was able to weaken him long enough to take his chakra.

That is defeating him though. It is different than Madara taking control of him. Kurama could always destroy the mokuton so it would be a fair (as fair as it could be against a tailed beast) fight.
