That is just how it is. Even though Hiruzen said what he said before the fight. When the time came you dont expect the head of the village to suddenly cower in fear of the enemy, if anything he would do the opposite and that is exactly what he did.

As for the Hashirama & Tobirama issue im a big believer of what jiraiya said here;

IMO I believe he only said this because of the emotional stress not in terms of power. During the whole battle, Wat was really holding back hizuren was his emotions, no other shinobi in with out a doubt was stronger than hizuren atm and even after sayin this,he still was able to take on oro plus two unexpected former kages. He believed the forth would be the best to take down oro because unlike him he had no attachments to oro. That's how I interpreted that panel anyway.

1) that was near the start of Part 1, when the story was very undeveloped and if I remember rightly, Shodai's Wood Release wasn't even named properly.

2) Hiruzen is hardly going to run around crying and screaming, he has to appear brave because he was the leader of Konoha.

Shodai fought EMS Madara + Kyūbi and still won, and was powerful enough to protect himself from a tailed beast ball and still continue to fight, although I respect Sandaime, Hashi could crush him.

We know what tobi can do, yet minato defeated him too quickly for him to pull out those techs, does naruto start every fight with his strongest attack? Shinobi fights are more complicated than that.
