When i say all kages i mean every kage from every nation meaning 1st-5th in leaf 1-5 in sand and so on Every Kage from all generations

hashirama, tobirama, hiruzen, minato, tsunade, 1st tsuchikage, Muu, onoki, 1st mizukage, 2nd mizukage, 3rd mizukage, 4th mizukage yugera, Mei, 1st raikage, 2nd raikage, 3rd raikage, A raikage, 1~4 kazekage + gaara etc. vs Naruto and Sasuke
