We don't no much about any of the dead Hokage so all of them are nothing but hype from what was said from someone else in the manga. the only difference is Sarutobi the strongest Hokage 4 times. 2 times in Databook 1, 1 time in Databook 2,1 time in the manga.The only debatable one should be Minato, considering two of the comments were past tense. As well as Minato being held at a higher level by shinobi such as Jiraiya/Tsunade/Kakashi/Ei. even though I do believe that all hokage are roughly equal to each other.

NO ONE WAS ON PAR WITH 1st AND Madara. Madara is tearing up the 5 kages like its a joke.Hashirama beat the 9tails and Madara at the same time. The 3rd didnt even try to take on the 9tails on his own when it attacked konohana. And even now Madara with all his chakra and his rennigan he still claims that he isnt Hashirama's equal.

Ok just to clarify.. Sarutobi was indead stated as the "God of Shinobi" the same title that the Sage himself had. BUT...

Madara apparently knew the Third hokage.. yet still states Only hashirama can stop him.. This is where the whole thing about not planing the whole storyline comes in.. Hashirama edo was a joke compared to what Madara describes him as.

Hashirama supporters there is no need to get pissed off about them thinking Sarutobi is the strongest..There enough evidence to go with that.. BUT sarutobi supporters Hashirama has actually prooved it in Battles and with his Jutsus.. and how his opponent praises him.

Basically this is down to which one has more evidence..in this case it is Hashirama.

You guys can keep arguing but no need to cuss at each other or get mad.. just a waste of time.

I would personally put Sarutobi = Ems Madara..(Both of them were not in Hashirama's league).

I'd say right now, if madara still claims Hashirama is the only person to match him, and five fully powerful kages are really having a hard time (i mean really), then hashi must have been on a level hiruzen obviously was not. Persons who continue to bring up the fight with oro's puppet master antics during his fight with Hiruzen clearly hasnt been paying attention. That could not have been the full force of two senju brothers attacking him. Be real people, even Yamato, a watered down clone has shown greater prowess and variety at using mokuton.If Madara is as badass at it gets ( about to bring pain on 5 kages), and his only true rival is hashirama, do the maths.

Here's the difference, Hashirama has actual feats to back up his hype. All Hiruzen has is outdated hype and his strongest move is a suicide tech that he didn't even know on his prime.

I'm pretty sure in the recent manga this has been proven not to be true, but let me start by saying that no I do have any proof of how powerful the proclaimed "god of shinobi" was in his prime but Madara has stated several times that Hashi is the only one who could defeat him and I also recall him saying if they battled the maps would need to be redrawn. I've never heard of anyone having that type of power in the manga or anime besides Hashi and Madara. So my personal thoughts on this whole debate is the new gen of the leaf looks at the 3rd hokage how a lot of new gen basketball fans look at lebron (they think he is great) and they title them as the greatest to live when actually if you ever saw the 3rd hokage play on the same court as the truely great 1st hokage Hashi (Jordan!). Hashi would put him to shame

Even Oonoki, (the oldest Kage currently) didnt believe The sage existed, as tobi explained his plans, during his declaration of war at the summit. So yeah, there are some shinobi around, old and young who would question the existence/ stories of past great shinobi
