Is this a trick question? Madara was never part of akatsuki and Itachi was not a good memeber. He wasn't loyal to them and looked sad when the tailed beast got captured, he didn't belong in akatsuki, and kisame is the best member. He was the most loyal, 3rd maybe 2nd most important cuz his chakra and ability to capture the tail beast better than anyone. When it comes to power he could give any member a run for their money.
