So basically, Danzo and his way of thinking is the reason behind so so so many of the villains in the series that its ridiculous!! Although in some cases not Danzo specifically - his mentality and actions are what cause all the villains!
1. Sasuke
Again if not for danzo forcing the decision upon itachi to kill his clan through a threat, then sasuke would have never had his family slaughtered and turn out to be the way he is now. As well as that, Shisui's eyes wouldn't be around screwing everyone around now.
2. Orochimaru
If not for Danzo's attitudes towards people, as well as using oro as a root member, Oro wouldn't have been inspired to seek such evil. + Where the hell was danzo when oro left the village???? hiruzen took ownership but danzo was his commander and didn't do anything to stop Oro from abandoning his position?
3. Kabuto
If not for Danzo, kabuto would have never joined root and been forced to go out and work as a spy, he would have never fallen under orochimaru's grasp and never been able to do the research that lead him to playing such a major role in the series.
4. Pein (Nagato)
Although never stated specifically - Danzo's 'attitude' and cut throat mentality is what carried through the war and lead to nagato to lose his parents and start the whole cycle of revenge that pain endured.
Also if not for Danzo, then shisui could have saved so many lives using his KA rather than his eyes just being used for future reference like Danzo plans and does in the future.
The only person i can't explain that is a major enemy is Tobi & Madara, but thats just because he is 'no-one' atm and doesnt even have a motive. and Madara is way older than Danzo
