You have a point rep+ I suppose if you have 9 allies they would be effective - but almost everyone in the akatsuki is dead lol , but because the plan involves casting the sharingan technique on such a large object combining the beasts works better with the plan , but if it was different who knows ?

before we heard an explanation from nagato I thought that as well. 9 members 9 jinchuurikis.

however that's not the case. akatsuki was formed to have 10 members (10 rings) but since oro took one they got stuck with 9 members.

and becoming a jinchuuriki isn't easy. you need to become one since childhood so that your body can get used to it.

and the last reason the need to capture the tailed beast comes from the moon's eye plan. tobi doesn't care about the members much he only cares about the moon's eye plan

Tobi doesn't care about the organization though. The organization is (to go by the chess analogy so prevalent in the series) a bunch of pawns (except maybe Nagato who was slightly more important) used by Tobi, who considers himself the king, to get to his goal. For all Tobi cares they can all die, he shows no interest in what each member does provided they help his cause and gather jinchuuriki.
