My Rankings of Shinobi

I had made these rankings a while back and I've put quite a bit of thought into it. I've got tier-style rankings which I believe are more suitable for comparison in Naruto. All the rankings are based on ninjas at what I believe to be their peak strength but not supplemented by edo tensei.

I'll put a short explanation of why I've listed them the way they are so hopefully you can see how they fit into that particular spot right in front of you.

1st Tier
- Sage of Six Paths - (strongest ninja to ever live)

2nd Tier
- Hashirama - (wood-style, control bijuu, automatic healing)
- Tobi - (phasing, best S/T ninjutsu, rinnegan, sharingan, 7 bijuu)
- Madara - (ems, perfect susanoo, powerful fire-style, rinnegan, kurama)

3rd Tier
- Kabuto - (edo tensei, regeneration, dragon sage mode, control landscape)
- Naruto - (kurama jinchuriki, rasengan variations, speed, sage mode)
- Itachi - (ms, powerful susanoo, strong genjutsu)
- Minato - (fastest w/ ftg, sealing techs, rasengan, S/T barrier, summons)
- Nagato - (rinnegan, 6 paths of pain)

4th Tier
- Sasuke - (ems, amaterasu control, strong lightning-style user)
- 3rd Raikage - (best durability, lightning armor, best piercing jutsu)
- Jiraiya - (sage mode, summons, wide assortment of jutsu)
- Muu - (invisibility, dust release, rapid splitting, flight)
- Hanzo - (summon(s), poison breath, unmatched in water)
- Hiruzen - (wide array of jutsu, monkey king summon)
- 2nd Mizukage - (mirage jutsu, continually detonating clone, hydrification)
- Tobirama - (edo tensei, S/T ninjutsu, powerful water-style user)

5th Tier
- Kisame - (samehada, huge chakra reserves, powerful water-style)
- Killer B - (perfect jinchuriki, strong swordsman, samehada)
- Gaara - (sand control, automatic defense)
- A - (lightning armor, high speed, strong taijutsu)
- Oonoki - (dust release, flight, change density, earth style)
- Sasori - (greatest puppet user, powerful poisons)
- Orochimaru - (snake shedding, summons, edo tensei, various jutsu)
- Danzo - (izanagi, shisui's genjutsu, powerful wind-style, summon)
- 3rd Kazekage - (magnetic release + iron sand)

6th Tier
- Yagura - (perfect jinchuriki, water mirror, minus for trapped in genjutsu)
- Kakashi - (ms, sharingan, wide array of jutsu, summon, minus for stamina)
- Mei - (lava release, boil release)
- Tsunade - (greatest medic, regeneration, strength, minus for backline ninja)
- Kakuzu - (all element releases, 5 hearts, strong taijutsu, threads jutsu)
- Deidara - (powerful explosives, anti-sharingan eye, minus for short range)
- Chiyo - (strong puppet user, strong medical ninja)
- Gin/Kin Bros. - (kurama chakra, stamina, ninja-treasures, minus for stupid)
- Guy - (strong taijutsu, 8 gates, minus for showing little else)
- 4th Kazekage - (gold dust, minus for being less versatile than gaara)
- Konan - (control over paper, haven't seen much else)
- Zetsu - (dividing to create huge numbers, absorb chakra, perfect clones)

7th Tier
- Darui
- Hidan
- Shikaku
- Shisui
- Kankuro
- etc.

I didn't show the entire 7th tier because it gets to be a very large list as there are a bunch of ninja at that level in my opinion. But I included a few names just to show about what it's like. Let me know if I've missed anybody and I'll update it if there's a mistake I missed as well. I thought I'd share this with you all, hope you like it.

Of course there are differences in strength, but they cannot be determined objectively. I'm not sure if you mean the differences in strength are necessary or some sort of ranking. If you mean the differences, sure that seems obvious. If you're suggesting some sort of ranking system is necessary, no it is not. The story will be fine without knowing whether Hashi is stronger or weaker than Hiruzen.

Of course there are differences in strength, but they cannot be determined objectively. I'm not sure if you mean the differences in strength are necessary or some sort of ranking. If you mean the differences, sure that seems obvious. If you're suggesting some sort of ranking system is necessary, no it is not. The story will be fine without knowing whether Hashi is stronger or weaker than Hiruzen.

I'm not suggesting a ranking system is necessary. And its unimportant to the story to know if Hashirama is stronger or weaker than Hiruzen. I'm just saying differences in strength are necessary for the plot of any action manga, and it's possible to judge the characters somewhat objectively by strength.

Nagato should be 2nd tier if Hashirama is there. Same with BM Naruto. Tobirama should be higher.

Basically Hashirama and Tobi are higher for me for controlling bijuu. Nagato never had that so I just can't see him there. BM Naruto is still incomplete control over Kurama, but with more than 5min in BM, he would be there for me.

IMO you started off strong but the list got weaker the further down I went.
Is this list based off their strength or what you've seen that their capable of thus far? The names in bold are the reason why I question it. The ones in red I disagree with. + rep anyway man, it's not a bad list.
